
Municipal Officials Leadership Institute (MOLI) & Certified Municipal Official (CMO) Designation
The Municipal League’s Municipal Officials Leadership Institute (MOLI) provides municipal leaders with the knowledge and tools for effective leadership. The MOLI program encourages continuing education, promotes excellence in local governance, and recognizes local elected officials who successfully complete the program.
The MOLI program consists of a two-part series (Level I and Level II) and covers topics such as:
- Forms of municipal government
- Municipal revenue sources and tax policy
- Open Meetings Act
- Parliamentary procedure
- Audit Act compliance
- Effective social media use
- Risk management
Participants who complete Level I and Level II of the program and earn required elective credit receive the distinguished designation of Certified Municipal Official (CMO).
Completion of Level I is a prerequisite for registering for Level II.

Newly Elected Officials Training
The Municipal League offers a one-day orientation for newly elected municipal officials to help them begin their public service journey effectively and confidently. The Newly Elected Officials (NEO) training provides elected officials with an overview of League and Self-Insurers’ Fund resources, as well as fundamental topics in local governance, such as parliamentary procedure, Open Meetings Act compliance, and ethics in local government.
NEO trainings are typically held twice in even-numbered years, after elected officials take office following the Regular Local Election and Municipal Officer Election.
A similar one-day orientation is also offered for newly appointed municipal officials at least once a year.
