<p>Carlsbad Municipal Judge David L. Redford has been elected President of the New Mexico Municipal Judges Association.  He was elected May 3, 2012 during the Judges’ Professional Development Conference in Albuquerque.  He will serve for a year.</p>
<p>            Rio Rancho Municipal Judge Robert Cook was elected First Vice President and Edgewood Municipal Judge William White was elected Second Vice President.  The Judges Association consists of 83 municipal judges from 81 municipal courts (Farmington and Las Cruces each have two municipal judges).</p>
<p>            Judge Redford was first elected municipal judge in 2004.  He was re-elected for a third term this year in the March municipal elections.</p>

<p align="center"><strong>NAST to Host 2012 Conference in Albuquerque</strong><strong></strong></p>
<p style="text-align: left;" align="center">            The National Association of State Treasurers (NAST) 2012 Treasury Management Conference will be held in downtown Albuquerque, May 15-18 at the Hyatt Regency Hotel. New Mexico State Treasurer James B. Lewis, recent past president of NAST, will serve as conference host for the event.</p>
<p style="text-align: left;">             “I am proud to welcome state treasurers from around the country to Albuquerque for the 2012 NAST conference,” said Treasurer Lewis. “This event will bring hundreds of people to New Mexico and have a positive impact on local businesses.”</p>
<p style="text-align: left;">             The Treasury Management Conference brings together more than 350 attendees for education and networking in the operations of state treasuries and other affiliated programs. The 2011 conference included attendees from 47 states, Puerto Rico, and the District of Columbia.</p>
<p style="text-align: left;">             The conference will include discussions about cash management, banking, investments, debt management, college savings plans, financial literacy and unclaimed property programs. Ethics, legal and regulatory issues, industry trends, new technologies and innovative programs will be discussed. Top financial industry managers, government regulatory officials and rating agency analysts will participate. Conference attendees will enjoy the cultural experience and cuisine of the All Indian Pueblo Cultural Center and the beautiful views of the Tramway to the Sandia Peak where evening dinners will be held.</p>
<p style="text-align: left;">             “Treasurer Lewis made a very persuasive case for Albuquerque with its beautiful scenery, cultural activities, and great meeting space for us to bring our conference to New Mexico,” said NAST President and Nevada State Treasurer Kate Marshall. “We are looking forward to a wonderful time in Albuquerque.”</p>

			<content:encoded><![CDATA[<p>Artesia Assistant <a href="http://nmml.org/wp-content/uploads/lisa-johnston.jpg"><img class="size-medium wp-image-4156 alignleft" title="lisa johnston" src="http://nmml.org/wp-content/uploads/lisa-johnston-262x300.jpg" alt="" width="183" height="210" /></a>City Clerk Lisa Johnston has been named “Clerk of the Year” by the New Mexico Clerks and Finance Officers Association.  She was named Clerk of the Year on April 19 during the Association’s Spring Meeting held in Albuquerque.  The purpose of the award is to identify and recognize a member of the Municipal Clerks and Finance Officers Association who has made an enhancement to the clerk’s own community or municipal government, made a significant contribution to the objectives of the Association in New Mexico, and has advanced the municipal clerks’ profession and/or the promotion of municipal government in New Mexico.</p>
<p>            Ms. Johnston has been with the City of Artesia since 1990.  She was jointly nominated for the award by Artesia Mayor Phillip Burch and Artesia City Clerk Aubrey Hobson.</p>
<p>            In his nominating letter, Mayor Burch said,” Her knowledge of parliamentary procedure as well as her institutional memory are extremely helpful when dealing with the issues that come before the City Council.”  In his nominating letter, Hobson noted Johnston’s additional responsibilities, saying “Her expertise in the areas of elections and records is unsurpassed in New Mexico and is in high demand for providing instruction in the areas of public records not only locally, but nationally, and with her involvement with the International Institute of Municipal Clerks (IIMC), internationally.”</p>
<p>            She is a Past President of the New Mexico Clerks and Finance Officers Association.  She received the Certified Municipal Clerk (CMC) designation in 2000 and was awarded the Master Municipal Clerk (MMC) designation in 2006. She is an active volunteer with Artesia Clean and Beautiful and has assisted with the domestic violence shelter’s thrift shop.</p>
