MOLI – Municipal Officials Leadership Institute

MOLI Basic Certification Program

As governing becomes increasingly complex, elected officials are confronted with challenging issues relating to the financial stability, health, and welfare of their communities. Learning to govern efficiently, ethically, and wisely requires considerable time, effort, and education on the part of the elected official. New Mexico’s municipal elected officials now have an opportunity to participate in a special program that offers certification for seasoned and newly-elected officials. The voluntary three-tiered program provides the knowledge and tools necessary for effective and ethical leadership. The objective is to encourage continuing education, promote excellence in local governance and recognize local elected officials who take advantage of training opportunities. Participants who successfully complete all three levels will receive the distinguished designation of Certified Municipal Official (CMO) and receive a pin.

Classes offer elected officials an opportunity to master the specialized knowledge required for the leaders of New Mexico’s communities.  Topics in the Education Program include :

  • How to utilize and read statutes and ordinances
  • Effective lobbying and the legislative process
  • Identifying public service values
  • The governing body’s role in land use decisions
  • How to use zoning authority pro-actively
  • Municipal and personal liabilities of elected officials
  • Round table discussions on the Open Meetings Act
  • Conducting effective meetings with parliamentary procedure
  • The role of the governing body in human resources
  • Effective communications with the media
  • The relationship between municipal court and governing bodies
Topics in subsequent classes teach today’s municipal officials the essentials of good leadership and help participants hone their skills and abilities as leaders.  This session builds on the skills and information learned in the Education Program, adding experiential components.  Participants will:
  • Learn what builds and breaks trust in communities
  • Gain the skills to bridge differences among governing body members for mutual benefit
  • Implement strategies to increase teamwork within the governing body and the community
  • Increase the ability to convincingly present goals and plans to the community

Advanced Institute

Designed as a continuation of the basic MOLI program, the Advanced Institute gives program graduates an opportunity to continue their leadership training by exploring current topics and initiatives that directly affect municipalities.
This session is for municipal elected officials who are ready to advance to the next level of public service after MOLI certification.
The program offers an excellent opportunity for networking and discussion in an relaxed environment.
Prerequisite: Completion of requirements for MOLI graduation
